About Hart District

Hart is a local government district in North East Hampshire. It is named after the River Hart (a tributary of the River Whitewater chalk stream), which runs through the district. Its council is based in Fleet, which is the largest town in the district. The district also contains the towns of Blackwater, and Yateley, along with Hook, Hartley Wintney, Odiham, Eversley Cross and Church Crookham. 

The total population of Hart has grown from 80,000 in 1991 to over 100,000 by 2022. The budget for Hart District Council for FY 2024/2025 is £12.8 million.

The council comprises of 33 councillors representing 11 wards, with each ward electing three councillors. Elections are held three years out of every four, with a third of the council (one councillor for each ward) elected at a time for a four year term of office. Hampshire County Council elections are held in the fourth year of the cycle when there are no district council elections.

The council is controlled by the Liberal Democrats, in alliance with the Community Campaign Hart councillors. With 12 councillors, the Liberal Democrats are the largest group in the council.
